Yosef Attiya was born in Jerusalem in 1924. He earned his bachelor’s and master’s degrees in economics and statistics from the Hebrew University and his Ph.D. in economics from the University of Chicago. Upon receiving his doctorate in 1959 he joined the Economics Department at the Hebrew University, and was responsible for the coordination of instruction in the department for many years.
